Policy and publication ethics of the journal
In order to improve the quality of publications, ensure the authors' intellectual property rights and avoid unfair practices in publishing activities, the Editorial Board of the journal is guided in its work by the principles of publication ethics developed on the basis of international standards, in particular: the provisions developed by the Committee on Ethics of Scientific Publications (COPE), "Uniform requirements for manuscripts submitted to Biomedical Journals: writing and editing biomedical publications", approved by the International Committee of Editors of Medical Journals (ICMJE.org ), Articles 971 – 984 of the Civil Code of the Republic of Kazakhstan, the Constitution of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan "On Copyright and Related Rights", and also taking into account the experience reputable international journals and publishing houses. The editorial board, authors, reviewers, publisher, as well as institutions involved in the publishing process, are obliged to comply with ethical standards, norms and rules and take all reasonable measures to prevent their violations.
Free Access Policy. According to the Budapest Open Access Initiative, the journal provides open access to published materials, based on the fact that open access to research results contributes to the rapid global exchange of knowledge for the benefit of the development of medicine.
The fundamental principles for the publication of the journal:
Ethics of authorship of scientific publications.
The author (or a team of authors) must adhere to the following principles:
1) The authors of the article must provide reliable research results.
2) The authors must ensure that the research results presented in the submitted manuscript are completely original.
3) Authors should not submit to the Journal a manuscript that has been sent to another journal and is under consideration, as well as an article already published in another journal.
4) All persons who have made a significant contribution to the research should be indicated as co-authors of the article.
5) Authors must disclose any conflicts of interest that may affect the evaluation and interpretation of their manuscript, which must be included in the manuscript.
6) Authors are obliged to immediately notify the Editorial Board of the journal in case of an error in any work submitted by them for publication, accepted for publication or already published, as well as to assist the editorial board in correcting the error.
7) Authors must comply with copyright laws.
8) Authors must comply with ethical standards when criticizing or commenting on third-party research.
9) Authors should respect the work of the editorial board and reviewers and eliminate the indicated shortcomings or provid reasonable explanations for them.
Ethics of reviewing scientific publications. The reviewer carries out a scientific examination of the author's materials, as a result of which their actions should be unbiased, consisting of the implementation of the following principles:
1) A manuscript received for review should be considered as a confidential document that cannot be transferred for review or discussion to third parties who were not authorized by the editorial board.
2) Violation of confidentiality is possible only in the case of a statement about the unreliability or falsification of materials, in all other cases, its preservation is mandatory.
3) Reviewers are not allowed to use materials and data from manuscripts for their personal needs.
4) The reviewer is obliged to give an objective and reasoned assessment of the presented research results aimed at improving the scientific level of the manuscript. Personal criticism of the author is unacceptable.
5) The reviewer should mention similar published works that are not cited.
6) The reviewer is obliged to notify the Editorial Board of the journal if they discover any conflict of interest.
7) A reviewer who believes that they are not an expert on the issues considered in the article or that they will not be able to submit a review of the article in a timely manner should immediately inform the Editorial Board about the impossibility of reviewing the submitted article.
Ethics of editing scientific publications. In their activities, the editorial staff, employees of the editorial and publishing group and members of the editorial board of the Journal adhere to the following principles:
1) The editorial board posts information materials for authors (a list of necessary requirements for the design of articles, the procedure for reviewing articles) on the Journal's website.
2) The editorial board of the Journal makes a decision on acceptance or rejection of publications based on the results of checking the manuscript for compliance with the design requirements and the results of reviewing. The editorial board has the right to reject the publication of an article with signs of defamation, insult, plagiarism or copyright infringement.
3) The final decision on the publication of an article or on refusal to publish is made by the editor-in-chief, taking into account the opinions of the members of the editorial board of the journal participating in the examination and the reviewer. The decision and the reasons for it are communicated to the authors.
4) The Editorial Board guarantees confidentiality, i.e. undertakes not to disclose information about the submitted manuscript to anyone except the authors, reviewers, other editorial consultants and, if necessary, the publisher.
5) The Editorial board of the Journal guarantees confidential, independent, honest and objective review of the manuscripts of articles, regardless of race, gender, religious views, origin, citizenship, social status or political preferences of the authors.
6) The Editorial board of the Journal selects reviewers who are independent in relation to the materials being considered for publication, have sufficient experience and do not have a conflict of interest.
7) The editorial board of the Journal carries out work to ensure and improve the quality of published materials, satisfy the needs of readers and authors, and make a significant contribution to the development of national and foreign science.
8) The editorial board considers the following to be the main indicators of the high quality of published research materials: the correspondence of the manuscript to the subject of the Journal, relevance, scientific significance, novelty, clarity of presentation, completeness of the materials presented, balance, originality, reliability of results and completeness of conclusions.
9) The editorial board undertakes to exclude the influence of business interests or politics on the decision-making on the publication of materials and to prevent commercial interests from compromising intellectual and ethical standards.
10) The editorial board of the Journal carries out work on the invitation and inclusion in the editorial board of highly qualified specialists who actively contribute to the development of the Journal.
11) The editorial board is constantly improving the processes of peer review, editing and evaluation of publications by experts.
12) The editorial board guarantees careful examination of publications for image manipulation, plagiarism and duplicate publication. If substantial, grammatical, stylistic and other errors are found, the editorial board takes all measures to eliminate them.
13) The editorial board agrees with the author on the editorial proofreading of the article. The editorial board guarantees that the materials of the rejected manuscript will not be used in the editorial board members' own research without the written consent of the author.
14) The editorial board undertakes to promptly consider each claim for unethical behavior of the authors of manuscripts and already published articles, regardless of the time of its receipt, and to take adequate reasonable measures in relation to such claims. If the arguments of the claim are confirmed, the editorial board of the Journal has the right to refuse to publish the article, terminate further cooperation with the author, publish a corresponding refutation, as well as take other necessary measures to further suppress the unethical behavior of this author.
15) In order to ensure the reliability of the published data, if indisputable errors are found in the work, it is possible to publish corrections, clarifications, deviations and apologies as soon as possible.
16) When changing the editor-in-chief, the new editor-in-chief should not reverse the decisions of previous editors, except in cases where serious problems such as plagiarism or falsification of data are identified.
Declaration of Conflict of Interest:
A conflict of interest, as defined by the Committee on Publication Ethics (COPE), is a situation in which the personal, financial or professional interests of authors, reviewers or members of the editorial board may affect their objectivity in evaluating and making decisions on published materials. Such conflict may impede objective scientific review and, ultimately, influence editorial decisions on the publication of a manuscript.
The deputy editor-in-chief of the journal is obliged to require all participants in the publication process to disclose information about possible conflicts of interest.
Scientific editors, members of the editorial board and reviewers are required to report any conflicts of interest that may affect the objectivity of their decisions.
Members of the editorial board should refrain from reviewing manuscripts if they are in a competitive relationship with the authors or have another conflict of interest.
The editorial board selects reviewers who are independent in relation to the material under consideration, have sufficient qualifications and do not have a conflict of interest. The reviewer is obliged to refuse to evaluate the manuscript if they have a conflict of interest in connection with any competitive, joint or other relationship with the author or an organization associated with this article.
Financing. The authors can provide information about the source of funding for the research (grants, government programs, projects, etc.), which will be published as a structural part of the article.
The procedure for initial review and requirements for articles
The Editorial Board of the Journal accepts scientific articles reflecting scientific views, results and achievements of theoretical and applied research in the field of medical education, healthcare organization, medical science and clinical practice.
Materials are accepted by the editorial board on the journal's website online, subject to the following requirements:
1) compliance with the requirements for articles submitted to the editorial board of the Journal. The design rules are posted on the journal's website at kazrosmedjournal.krmu.edu.kz
2) compliance of the submitted materials with the thematic direction of the journal;
3) compliance with publication ethics, rules of acceptance and review of articles;
4) the article should not be published earlier and should not be submitted for consideration in other journals.
Notification of the authors about the receipt of materials is carried out in an online format.
The period of preliminary review: within 2-3 weeks.
The Editorial board of the Journal is supervised by the Vice-Rector for Scientific and Clinical Work and the Department of Scientific Work.
Review
All articles submitted to the editorial board of the Journal are subject to mandatory peer review. The review of scientific articles is carried out through the use of blind peer review (double-blind review).
The review highlights the following points: compliance with the profile of the Journal, adequacy of research methods, sufficiency of controls, statistical analysis of the results, compliance of the volume of material and the article, design of the article, quality, abstract and keywords in 3 languages, illustrative material, design of the list of sources.
As reviewers, the Editorial Board of the journal invites members of the editorial board, as well as highly qualified external experts and practitioners. The review is made according to Appendix 2 with comments.
Reviewers are notified that the articles submitted to them are the intellectual property of the authors and relate to information that is not subject to disclosure. Reviewers are not allowed to make copies of articles for their own needs and to take advantage of knowledge about the content of the work before its publication.
According to the reviewer's conclusion, the article is recommended for publication, recommended for publication after revision / elimination of shortcomings by the author, or is not recommended for publication. The decision on the advisability of publication after reviewing is made by the Editorial Board.
Based on the positive decision regarding the materials submitted by the author and the review, an email is sent to the author, indicating the decision and the edition of the Journal where it will be published.
If the article can be published after revision and elimination of the shortcomings, then the author is sent a letter with recommendations for revision / response to comments, or a copy of the review with the reviewer's comments. The article is returned for revision and must be submitted for re-review within the specified time frame. Reviewers and the Editorial Board of the journal do not enter into discussions with the authors of the article about the comments made.
In case of rejection of an article from publication, the Editorial Board of the journal sends the author a reasoned refusal and a copy of the review with the comments of the reviewer.
The materials of the articles rejected by the editorial board based on the results of the review are not used by the editorial board for their own purposes.
The reviews of the manuscripts are stored electronically on the electronic platform of the journal for three years.
The review period is appointed by the editor responsible for the article, and the period for review of the manuscript by reviewers is no more than two months from the date of sending the material to the reviewers.
About plagiarism
Scientific articles submitted to the editorial office for possible publication in the Journal are first of all checked in the Anti-Plagiarism system. The originality of the text must be at least 75%. Originality consists of self-citation, citation and originality of the text.
To check through the anti-plagiarism system, the article should be uploaded in the "doc/docx" format.
Texts with at least 75% originality are checked for plagiarism and unfair borrowings. The materials used in writing the article should be properly designed with links to sources of information and data. The use of technical manipulations aimed at concealing plagiarism, as well as falsification of data, is not allowed.
When using artificial intelligence tools (ChatGPT, etc.), the authors must verify the reliability of the material provided and indicate the degree and form of use of these tools in the description of the methodology in the appropriate structural section of the article. The signs of articles written with the help of artificial intelligence that are subject to special consideration by the editorial board and the anti-plagiarism program.
Repetitive phrases and template structures. Neural networks often use repetitive phrases or identical sentence structures.
Excessive information or excessive brevity. The text created by the neural network may contain too many details that are not related to the main topic of the article, or, conversely, may be too brief and superficial, without providing sufficient explanation for complex issues.
Lack of in-depth analysis. Neural networks can generate general content, but they are often unable to conduct in-depth analysis or draw complex conclusions. If an article contains many general statements without detailed analysis or logical conclusions, this may be a sign that the text was generated by AI.
Errors in facts and logic. Neural networks can generate grammatically correct text, but they sometimes make mistakes in factual information or logic. These may be contradictions in statements, incorrect references to sources or data that do not correspond to reality.
Non-standard formulations. Neural networks can use unusual or unnatural phrases that are rarely used by native speakers. These formulations may seem strange or artificial.
Unnecessary formality or inappropriate style. Texts written by a neural network can be either too formal or, conversely, too informal. Such a dissonance in style can be an indicator of the use of AI.
Lack of personal experience or a unique perspective. Neural networks generate text based on existing data and do not have their own experience. If the article lacks unique examples, personal views, or original ideas, this may indicate its automatic creation.
Inconsistency in terminology. In complex scientific articles, it is important to use precise and consistent terms. Neural networks can sometimes get confused in terms or use them incorrectly, which may be noticed by catch the eye of a specialist.
Sudden transitions and missing transition sentences. A neural network can create text with sudden transitions from one topic to another without a smooth transition or explanation, which can make the text difficult to understand.
Ease of source detection. The text typed by the neural network when writing an article can be easily detected by an extended Internet search.
If numerous borrowings are found, the editorial board does not accept the material for publication. The editorial board reserves the right to reject the submitted manuscript if it reveals insufficient author's independence in writing an article using artificial intelligence tools.
The authors must guarantee the originality of the submitted work.
Rights
The Editorial board of the journal has been granted the right to carry out the following activities:
1) keeps records and store received articles and correspondence;
2) organize gratuitous, high-quality and timely review of articles, involving members of the editorial board and qualified foreign specialists in the field of medicine and healthcare;
3) constantly monitor the process of examination and revision of articles, conducting correspondence with authors, reviewers and members of the editorial board;
4) prepare materials for meetings of the editorial board and organize their holding;
5) form the content of the next issues of the Journal from the number of articles approved by the editorial board, taking into account the date of receipt of the articles;
6) perform double (scientific and literary) editing of the Journal issues and proofreading with the involvement of the authors of the articles;
7) implementation of computer layout and production of original layouts of the Journal issues;
8) update the Journal's website on the University's portal on a monthly basis and send it to international databases in a timely manner: Elibrary.ru (RSCI), CyberLeninka, etc.;
9) organize the circulation, advertising, and distribution of the Journal in national scientific libraries.
10) carry out other work that contribute to improving the rating, increasing the prestige and popularization of the Journal.
The editorial staff of the Journal has the right:
1) to request information and materials necessary for work from structural divisions, services and employees of the University;
2) have access to information (documents and databases) necessary for work;
3) get acquainted with the regulatory and legal documentation on the activities of the Journal;
4) have equipped workplaces, computer equipment and communications;
5) to improve their qualifications.
The Editor-in-Chief has the right to:
1) act on behalf of the Journal on issues of the Journal's activities, represent its interests in relations with the structural divisions of the University in the areas of the Journal's activities, as well as third-party organizations within their competence;
2) participate in meetings of the editorial board and other meetings of the University related to the activities of the Journal;
3) sign the next issues of the Journal for tyoesetting and printing;
4) sign and approve documents within their competence, approve contracts with the employees involved;
5) participate in the discussion of issues related to the activities of the Journal;
6) to manage the work on the implementation of University agreements related to the Journal's activities;
7) instruct the editorial staff, the editorial board (personally, taking into account his scientific interests) to supervise the examination process of the received article;
8) regulate the use of financial resources allocated for the activities of the Journal.
The author presents the rights to the publisher based on the Creative Commons Attribution 4.0 license:
– edit the article without changing its fundamental provisions;
– use the work through the distribution of the journal;
– placement of the full-text version of the work in open access on the journal's website, in other databases of scientific information, electronic library systems, scientific information resources on the Internet;
– the free use of metadata (title, name of the author (copyright holder), annotations, bibliographic materials, etc.) in order to include them in the Scientometric database "Kazakhstan Citation Database" and make them available to the public, processed and systematized in other citation databases.
Responsibility
The Editor-in-Chief is responsible for:
1) organization and coordination of the work of the Editorial Board, the entire process of formation and publication of each issue of the Journal;
2) the quality and relevance of articles accepted for publication;
3) compliance with the requirements imposed on the activities of mass media by the Law of the Republic of Kazakhstan "On Mass Media" and other legislative acts of the Republic of Kazakhstan.
The publisher, employees of the editorial and publishing group and the editorial board of the Journal are responsible for the publication of copyrighted works.
The author (or the team of authors) is initially responsible for the novelty and reliability of the results of scientific research.
Authors' rights
Authors who publish with this journal agree to the following terms:
- Authors retain copyright and grant the journal right of first publication with the work simultaneously licensed under a Creative Commons Attribution License that allows others to share the work with an acknowledgement of the work's authorship and initial publication in this journal.
- Authors are able to enter into separate, additional contractual arrangements for the non-exclusive distribution of the journal's published version of the work (e.g., post it to an institutional repository or publish it in a book), with an acknowledgement of its initial publication in this journal.
- Authors are permitted and encouraged to post their work online (e.g., in institutional repositories or on their website) prior to and during the submission process, as it can lead to productive exchanges, as well as earlier and greater citation of published work (See The Effect of Open Access).
Author fees
Publication in "Actual Problems of Theoretical and Clinical Medicine" is free of charge for all the authors.
The journal doesn't have any Article processing charges.
